Ludwik Sobolewski is an expert and executive in the capital markets industry. A graduate of Jagiellonian University and Pantheon-Assas (Paris II), he holds a PhD in law and is both an attorney and legal counsel. From 1989 to 1993, he served as an assistant professor at the Department of Legal History at Jagiellonian University and Director at the Office of the Council of Ministers. Sobolewski has over 30 years of experience in financial markets, beginning with his role in co-developing the securities depository and clearing system for financial instruments transactions. From 1994 to 2006, he was Vice President of the National Depository for Securities (Krajowy Depozyt Papierów Wartościowych). He then served as CEO of the Warsaw Stock Exchange (WSE) from 2006 to 2013 and the Bucharest Stock Exchange from 2013 to 2017. During his tenure in Warsaw, the NewConnect market for small companies and the Catalyst corporate bond market were established, and WSE became a leading exchange in Central and Eastern Europe. In 2009, Sobolewski led the IPO and listing of the WSE on its own trading floor. In Bucharest, he was involved in the regulatory reform of the stock market and the creation of the AeRO alternative market for small companies. From 2015 to 2016, Sobolewski chaired the Board of Directors of the Romanian Post. He currently serves as the CEO of the alternative investment fund Better Europe EuSEF ASI, a partner at the market advisory firm Qualia AdVisory, and a partner at the law firm Sobolewski Kielska Dąbrowska Adwokaci i Radcowie Prawni. He is also a strategic advisor and board member for several public and private companies. Sobolewski regularly contributes to legal commentaries and articles on capital market law, is a columnist for “Parkiet” and the Interia.pl portal, and is the author of the essay book “Just Do It” (2023). His passion is overlanding, or adventure travel. He has been awarded the Order of Polonia Restituta (Knight’s Cross and Officer’s Cross) by Presidents Aleksander Kwaśniewski and Bronisław Komorowski for his contributions to the development of Poland’s capital markets.
